What does april 1 mean? April fools?

when talking about timeframe and deadline in development-projects - isn't it always April 1st ? :-)
For a new feature - take the time you think- have it? good - double it and square it - so when thinking about 2h for a feature to implement - double it = 4h and then 4^2 = 16h :-) great and easy isn't is :-)
if that fails - tell them 1st. April jokes :-)
